Penetrating damp comes horizontally through the wall from outside. It shows as a localised patch rather than a tide line, and it is usually worse after rain. The cause is almost always a defect: a blocked or leaking gutter, cracked render, a failed window sill, defective pointing, or a roof problem above.
Condensation is moisture generated inside the building landing on cold surfaces. It is by far the most common damp complaint. The signature is black spot mould, typically in corners, behind furniture on external walls, around window reveals and in bathrooms and bedrooms. It is worst in winter.
A meter reading alone does not settle which one you have. Pattern, location, seasonality and what is happening outside the wall all matter, which is why a proper survey looks at the outside of the building as carefully as the inside.
